Meaning
Direct translation is “I am going to bother you” and “I have bothered you”.

It is very common in Japan to say something before and after an event. For instance, before and after eating a meal, before and after a class, before and after a meeting etc. This may be a reason why people think Japanese are so polite.

いらっしゃい (Ira shai)

Meaning
Welcome

Additional Pronunciation
いらっしゃいませ (Ira shaimase)…polite version

This is a polite version of いらっしゃい (Ira shai) but commonly used in different situations (settings). You will most likely to hear it when you enter a store or a restaurant.

らっしゃい,らっしゃい,らっしゃい (Rashai,Rashai,Rashai)
You may hear this one when you go to a fish market like the one shown below.
